Why doen't the US have a plan for the FATA in Pakistan?

The federally administered tribal areas of Pakistan are the safe haven for the real bad guys. The guys that want to bring us another 9-11. Michael Hayden calls these areas a clear and present danger. Ambador Crocker says the area represents the greatest strategic threat to the US. The only thing we have done is position a few troops across the border for this area hoping to intercept any of these guys coming into Afghanistan. We have done nothing to get at the root of the problem.
