Desalination plants - could they slow the rising of sea levels AND help to ease global warming?

Why go as far as these desalination plants, what we really need is more breweries and things where m heat is needed. We need to pump loads of steam into the atmosphere speeding up condensation so that it rains more. This way we are using nature to our advantage.
